畢業於澳門理工學院藝術高等學校音樂教育學位課程。1997年先後與眾友人創辦澳門管樂協會，積極參與管樂協會會務及屬下澳門青年管樂團之訓練工作。自2000年起負責籌辦每年由澳門管樂協會主辦的《澳門管樂藝術節》（前身《澳門管樂繽紛大匯演》），安排海外不同國家或地區之管樂團及管樂獨奏家到訪澳門演出。梁氏現為澳門青年管樂團及本澳多所學校管樂團的樂器導師及指揮。
Leong Pui Long, who graduated in Macau Polytechnic Institute and majors in Music Education. He established Macau Band Directors Association and Macau Youth Symphony Orchestra Association with his coworkers. Since 2000, he has aggressively been taking the major position of organizing the annual Macau Band Fair. Leong is now occupying the position of the conductor of Macau Youth Symphonic Band, and the instrument instructors of several high school bands.
